After the time stop ends, both of you get the damage which was dealt to you during time stop)
I’ve 2k elims on Asgore, so no. You need to have had 1,000 elimination of Asgore before his rework (no longer doable) or custom access to obtain the skin. I’ve had people say there’s a quest where after eliminating 5 Akumas, you get the skin. I’ve yet to find my last two Akuma users so I can’t confirm this as fact.
