shovel just isn't that good generally
it does nothing for you right away, and even with shovel you'd often rather upgrade anyway if you're going for consistent wins, because you know what effect upgrading is going to have on your deck

Tl:dr Shovel is only good in niche situations where upgrading is not a valuable option
Shovel is just trash sadly. To value shovel, you have to determine the value of a random relic, which has a LOT of variance. Then when you consider the fact that you are skipping upgrading a card to Dig, suddenly shovel moves closer to having a net value of 0 or even a negative net value.
If you imagine upgrading at campfires as "digging for a relic", and that relic ALWAYS said "upon pickup, upgrade a card of your choice," that outcome would probably be above average for a Dig, and eliminates variance. Because you are choosing to dig for a random relic over this "relic," digging will often have a weaker impact on your run than just upgrading does.
In a run where you have apotheosis or lesson learned or fusion hammer, where upgrading is way less valuable or impossible, AND you are so strong that you don't need to rest, then dig becomes very strong because you don't have to choose it over another, relatively close in power level option.
