Hello sir, I have hp motherboard with cmos powers doesn't power on, without cmos powers on

Please sir what causes such a case where by u need to first remove cmos battery to power on, is it a pch issue. Because sometime I replace with brand new cmos cell batteries but same problem. Where by I need to remove coin cmos first then it powers on.
Please what could be possible cause and solution for such cases
