Pierre sampled a classic Japanese song to make this beat thats protected by copyright laws, in order to use it in your song officially you have to go through a long process of getting the rights to do so even if you mixed and changed it.
The sample song still had copyright. In order to release the song the person sampling it(in this case Pierre) needs to get the rights to the song(AKA getting the song cleared).
yeah and that process can even be completely unsuccessful bc the owners can simply say no and then there’s nothing you can do about it
