It should just be a simple case of "if the officer was supposed to be wearing a bodycam but they can't give the footage at trial, the court will assume the other party's version of the events is correct"

@Metrocoper tampering, correct, but if they can't give the footage because Police officer has been chasing someone and forgot to click on the body camera or the body camera battery died or number of actual good reasons, then we are just creating a system to punish the police officers. This way, I would be highly unmotivated to make any arrests (which might actually be a good thing, Audit the Audit shown me a lot of officers are overeager to make arrests).

It took me about 2 years of living in South Korea for me to stop having a knee-jerk fear reaction when seeing a cop. Year three, I actually started saying hi to cops at the CU (convenience store) or whatever. But I rarely see them. Maybe 6 per year.
In Germany I see more of them, at railway stations, particularly on sports tournament days.

There's a fairly simple solution to the body cam footage problem, and that's to assume that if someone ends up injured or killed in an interaction with the police, and there's no body cam footage, the court and the jury gets to assume the cops are trying to hide something. I'm sure compliance will dramatically improve once conviction rates start dropping because the police are so inept they can't remember to press the play button.
Much better than giving police officers qualified immunity for doing stuff the Supreme court simply hasn't decided is illegal yet.
Having worked with the police (civilian personnel, crime analyst), the expression "law enforcement" is almost ironic. Most of policework is wasted on navegating the complications of having higherups that are unable and unwilling to proceed lawfully. It is enfuriating. All it does is complicate policework bc the chain of command expects numbers of arrests that are incompatible with reality. Decisions made by elected mayors/city councils/ prosecutor offices make less and less sense running down the chain of command. Sometimes, it is not made with bad intentions, only lack of education.
