LV is level of violence, so depending on how violent you are, you can boost to an LV without the need for EXP, like how Frisk became LV19 in GlitchTale. Since this version of DustTale is different from the regular DustTale, Chara has been in control for numerous timelines, and as the demon of violence, they can just start relatively high.

When Dust died in phase1 he got a massive power boost
