I think Shamble only work on something that inside Law's sight. So, if he can't see the rock that he threw at the ocean, he couldn't swap them easily like you said.
He could do it if he was stronger, but doffy had better haki than law at this point of the story (remember doffy has all 3 types of haki and awakened fruit ) so law's fruit can't affect him to the point of teleporting his whole body to another place

There was a reason why he had technique called Scan. In Punk Hazard, he used Scan to steal G5's snails with Shamble because he can't casually just snatch the snails since he can't see them through clothes.
