Tbh, I think Evil Ryu would win.

Realistically the idea is that Kage is the Satsui No hado Taking form of Ryu, whereas Evil Ryu is a version that is taken over by that hado, so I think E. Ryu has the Advantage because The Satsui No hado alone struggles to hold itself in human form, as shown by The Purple holes in Kate's "body".
