And so the credit card companies don't bother investigating those cases. It's only when the amount is sufficiently large that an investigation takes place.
I've heard a story that a guy who modified his car for some cross-US race to have tons of fuel in his trunk, he drove so far and so fast without stopping that it flagged new gas purchases as fraud, because the company didn't expect a car to get so far so fast, and no planes took of in that direction recently.

Yeah, I went to GenCon in August, was super fun, when I went to buy some stuff from one of the vendors my card didn't work the first time but it went through the second time. I'm guessing because the convention was in Indianapolis and the vendor's system had Orem Utah in the transaction business name it flagged it, my card issuer called me but I had my phone muted because had been filming earlier in the day. I called my card issuer and let them know the transaction was gravy and I appreciated them for keeping an eye on that.
I just use an android app from my bank company. Every time my card is charged I get a notification. An alternative is to have them send an SMS message if you don't have a smartphone. This would immediately alert me if anything happens with my card details. Also, the only way to log into my bank account is by using 2FA with my specific SIM card and phone. If any of these are lost or disabled, I have to physically go to the bank with my ID (I know the US doesn't have that) and personally request a reset (I can block access with a phone call). SIM card will not be given out without me physically going to the provider as well (ID required). If I want to change my cell phone I have to re-register my FA app with my ID number on the new phone and that only happens through my SIM card or bank. There might be ways to play the system, but unlikely since everything is tied to the goverment issued ID in some way. Loosing it is stresfull because getting a new one is going to be a long process (plus it will cost you as well). Oh yeah, and it's illegal not to own a passport or ID card.

What I'm really interested in is the technology that will replace credit cards. It's laughable that the US just recently converted to chip readers when that technology is already decades old. I have to get my card replaced every year because of fraud. I really want something that's secure!
On a side note, if you are dealing with a Stubben or questionable seller online, It is very important you run a chargeback with your card provider the moment it becomes unreasonable and a breach of contract is established. Generally speaking, if: A. It is taking more than a week (a reasonable amount of time) to get a seller to make contact with you despite your multiple attempts. or B. It is taking over 2 weeks for a refund to be initiated by the seller after the first contact. and You have solid evidence that there is a breach of contract / your rights are being violated. Call your card provider and get a chargeback rolling. The reason why this is important is that Card Networks have automated triggers in place for flagging a merchant as questionable and triggering an investigation into a merchant and their activity. MasterCard I know has this set to a chargeback rate of 50%. So you should not be patient and give a questionable seller any benefit of the doubt if your rights or contract has definitely been violated, and they seem uninterested to reunite you with your cash anytime soon. If everyone affected does this in a quick yet reasonable time frame, it will help push a bad actor past the threshold and puts an end to any scams and generally incompetent sellers quickly and efficiently. Another thing you should know. Refunds and Chargebacks can co-exist on Card Networks at the same time. If things have gotten unreasonable and your trust has been violated, don't be afraid to run a chargeback even if the seller has told you they will process a refund. Card Providers will understand your distrust and will do it for you if they agree that things have gotten out of hand even if the seller has stated they are refunding you. It basically becomes a race between which instruction compleats on a card network first, as the other will just be ignored by the network if a chargeback/refund has already been processed.
My bank no longer allows you to phone them to tell them if you're travelling because they deem it "no longer necessary" and I've been flagged multiple times for my own behaviour abroad. :/
I go to the supermarket just down from my work for lunch every day, after 2 years my bank have started blocking my card for fraud, its happened 3 times now and they've classed it as unusual (even though its daily routine and they didn't start blocking until 2 years after I started this job)

Credit card fraud protection works much simpler than this. You have your card used, you didn't authorise the purchase, you ring the credit card company and tell them this and they sort it, its not your card its theirs. Security is their issue, not yours, that's why you have plastic in the first place. Its how they got to run a credit card company. They have to agree to cancel transactions after the fact on request. They guarantee the purchase too. Even if the goods break down, are not as advertised, etc. So if you buy a phone and it does not comply with your rights as a consumer then the CC company are responsible for shouldering the loss not you. They can take I up with the vendor. You will 'always' get the money back, or not be charged in the first place. You never spent it. Simple. Done it three times already. But you have to ASK for the transaction to be cancelled and a back payment initiated. Although the downside is that your card will be red flagged more by the credit card companies processing system if they know, that you know, its their responsibility and that its them buying the goods not you.
