I don't think we can get to any conclusions until the government gives the go ahead. Until and unless that happens, nothing is confirmed.
as of now, PCB should focus on preparing the stadiums and infrastructure for CT and prepare a Pakistan team who can give a good performance in CT. If India comes, great! If India refuses, fine, let them play in Dubai or wherever they want. PCB should not burn their energy in trying to get India to visit Pakistan. It will not be end of the world if India does not come. Other six teams will come.
This is not a ego issue madam, if india refuse to travel to pakistan then PCB will definitely gain major loss in revenue.

It is too early to discuss about india visiting pak for CT. First pakistan should focus on renovation of their stadiums n other infrastructure since multiple international teams will be arriving for the tournament. Hosting a league (PSL) and hosting an ICC event is a different scenario. So prepare yourself first interms of infrastructure, security etc before asking others to come n play.

There is a Buz in the air , India won't send their team to Pakistan due to security concerns. Being an Indian personally I don't think BCCI will take such a risk in sending their team
It is not only in the hands of BCCI that India should come and play in Pakistan. Indian government will never allow Because there is no solution to the issues regarding which there is dispute between the two countries. Both governments will not stop Kashmir terrorism and peace talks until not possible I can say on behalf of my country that India will not come to Pakistan in 2025.
