Got the same a couple weeks ago. You get the notification after getting a certain number of longshots with an SMG I think. It's an unreleased SMG from modern warfare. Activision might have planned to release it sometime this season but I reckon they have too much on their plate with the clusterfuck of a cold war integration to move forward with their plans.
