The entire premise of the show is that Light is able to prey on the insecurities of his opponents and that's how he convinces them to provide him with valuable information. That's what he did to Raye Penber. Raye didn't just hand out his ID because he's an idiot. Light put him in a scenario where he felt like he had no choice but to show his ID. That's the same exact thing he did to Naomi in this scene. Naomi didn't give Light her real name because she's stupid, she gave it to him because she was desperate. He also has the accolades and reputation of someone who is well-respected among law enforcement. There's also the fact that on an interpersonal level, Naomi said that something about him reminds her of L. That's actually really good writing, IMO. It serves as a great way to connect Light and L as counterparts to each other and in an ironic twist, the same characteristics that made her deeply respect and trust L ultimately led to her demise at the hands of Light.
