Yes targeting English audiences based in the US will get the highest RPM so that doesn’t surprise me, in relation to your second point, TikTok have never confirmed this but it is a widespread rumour that TikTok throttle your views are joining the program
Don’t do a lot in terms of increasing views but are important in helping TikTok know what target audience the video is for. That being said I’ve had videos get over 1 million views without even using hashtags 😅 I wouldn’t stress over them the script and hook is far more important.
