Police Chief Arrested For Drunk Driving, Part II

  • In today's exclusive, we present additional footage from the September 12, 2021, drunk driving arrest of Olla, Louisiana Chief of Police Jody O'Bier.
    According to the report of Caldwell Parish Sheriff's Office Deputy Dustin Hatten, at approximately 2:17 a.m. on September 12, 2021, Hatten was patrolling US-165 near LA-847 when he observed a sedan on the shoulder of the road, and a male subject, later identified as O'Bier, standing outside the vehicle. Hatten approached the vehicle to investigate and possibly render assistance. When Hatten approached, it became apparent the subject was Olla Chief of Police Jody O'Bier... standing at the rear of the vehicle urinating.
    Hatten asked if O'Bier was, in fact, urinating, and O'Bier responded "Yep."
    From the report of Deputy Hatten: "As Jody gathered himself and turned to face me, he stumbled and fell against the vehicle. I detected a moderate odor of an alcoholic beverage emitting from his person, his speech was slurred as he spoke and he could not complete a sentence without stumbling his words. Jody advised he had one Ginger Ale with alcohol at an establishment in West Monroe prior to driving.
    I then spoke with the female passenger, Kirstie Bryan who stated she had also been drinking but had consumed less than Jody. Without me asking further questions she advised she could drive the vehicle if needed, but it would be difficult due to her not knowing how to drive a standard transmission. After speaking with Kirstie, I offered the opportunity for Jody to perform Standardized Field Sobriety Tests, to which he denied stating he was trained not to do so.
    It should also be noted the interior of the vehicle had a moderate odor of an alcoholic beverage. Jody was placed under arrest and transported to CCC by Deputy T. Ferguson where he was offered the opportunity to submit a breath sample using the Intoxilizer 9000 to which he refused. He was arrested and booked for suspicion of driving while intoxicated. The vehicle was released to a friend, Justin Carr, who Kirstie left the scene with. Nothing further. Case closed with arrest made."
    Investigation by Real World Police reveals that Kirstie Bryan and Jody O'Bier appear to have shared the same residence at the time of O'Bier's arrest.

    Any officer in law enforcement should automatically be made to take a breath test if suspected of dwi. Im disgusted this man got to be made chief.

    Good grief! The arresting officer can’t pronounce ‘subsequent,’ nor can he add 2 plus 8 ( 02:00 plus 08:00 hrs) without counting it out loud. I’m glad they’re making DUI arrests, but the glaring lack basic math and reading skill makes me question the competency and qualifications of that department.

    At the time of when this body cam was recorded, this guy was chief only bc he was filling a vacant position. However, even AFTER this dui, he was later elected to the position of Chief.
    You'd think that since he got a DUI while temporarily filling the position, that it would be a big enough red flag to not elect him as chief.

    As a graduate of the Idaho Police Academy, and a veteran of 16 years LE, I've never been taught to refuse SFSTs and a breath sample. I doubt they teach that in Louisiana's academy.

    You would be wise to take that drunk cheifs advice though. It's easier for a lawyer to fight the charge if you refuse. They use the drivers license suspension threat to scare you into incriminating yourself. What they don't tell you is your license will be suspended anyway and if you're convicted you'll be forced to pay outrageous priced SR22 car insurance.

    Where I live there's 3 main categories of drink driving. Low, Middle and High. Refusing a breath test carries the same penalty as High Range drink driving meaning 3 years without a drivers license and being subject to an alcohol interlock device order. That sorts this issue out real quick.

      Where do you live?
      Here in the Netherlands you have to do the field alcohol breathalyzer, which shows A meaning you've had alcohol, F means your well over the limit. Refusal means automatically 1 year suspension. A or F means you go to policestation and do the big machine like in the video. 2 samples and it show how much you're over the limit.
      I've had on time, just finished a beer and pulled over after 5 minutes. The field breathalyzer showed A, so i went to the policestation. And after 30 minutes the big machine, result was zero alcohol.
      So if you drink one beer or other drink, and you blow after 30 minutes. It will show zero alcohol.
      So whenever i see these videos and people claim they had " just one drink " and the big machine says double the limit or more they are lying.

    This footage is really damning considering that police are advising police NEVER to comply with an alcohol test. Yet the state wants you to VOLUNTARILY take said test and don't extend the same protections as other citizens such as government employees. When comparing this footage with the other footage of DUI officer tricking a person that VISIBLY confirmed that he was REFUSING the police stuck the testing machine near his mouth anyway.

    The RUclipsr "kingcobrajfs" was arrested for public intoxication on December 23 in Cheyenne Wyoming. It would surely be an amusing video if you felt like putting in the effort to get the video.
    I filed a foia request immediately after it happened, but I'm far from a pro at how it all works.

    He's the "Chief". The title police chief is like mayor, the size of the city makes a huge difference. I had a friend who was a "Police Chief ". The town only had 300 people and the job was part-time. He was a full-time Deputy Sheriff for the County so the position was pretty much ceremonial.
    Olla only has about 1,500 residents and the department only has about 3 other officers, so it's not like he has a huge responsibility.

      The small size of the town/city shouldn't matter, this behavior & possible DUI/DWI should've hindered his ability to become the Police Chief. Shouldn't be in charge if you can't follow the basic laws yourself, let alone expect others who you preside over to do.       Yeah at the time of the arrest, he was only chief bc he was temporarily filling a vacant position. You'd think this arrest would be a big red flag to not elect him for this position.       He filled the role starting Aug/21 after the previous chief resigned and then got elected as chief in Nov/22. DUI certainly didn't hurt his career, might have boosted it.

    It is imperative that you get the body cam footage for arrest of Joshua Faye Saunders Dec 23 2022 in Cheyenne, WY. The police arrested a severely intoxicated wizard who goes by KingcobraJFS. During the arrest the local wizards wand was lost and only this video can help reunite it with its good smelling owner. So mote it be.

    They need to treat all citizen that get arrested for DUI like they treated this police chief who was arrested for DUI. Take notice that the best bet is for anyone who gets arrested for DUI to not take a breathalyzer test. Use his case as an example when you go to court. If he gets away with it, so can people under the same circumstances as he can also. Only thing they are not saying anything about his case.
