This means there are still big advantages to using pages that "partially render" with fully static content on the server and then complete the rendering, with personalized data fetching, on the client. Next even confusingly tries to force you to do data fetching with request-based data on the client, in layout components, for this exact reason. Otherwise all your pages would become dynamic, even if served with PPR.
