They can if the operator on the line suspects the call as a false 911 call, but that’s IF the operator has been trained to detect false calls and if the area it was reported is know for false alarms. In most cases, “false 911 calls” are from people who overreact to an incident and say false claims on the call in order for the police to get to them quicker.
1:40 It can be done by anyone that has internet access and knows American emergency services numbers. Well independently of this incident, Gta Onlines Network Architecture is leaking ips and possible more to mod menus, which is definitely not enough to be dangerous in itself, however, a sufficiently focused individual gets a lot of info for free. The point that every online interaction exposes your ip is disingenuous and definitely not helping the disinformation around the issue. While yes, ips are available to every website or service you use, unless you further volunteer information, the ip is all they have. On the other hand, getting an ip for a specific rockstar account would be akin to having your ip on your instagram/youtube/etc profile.
