Hello po, mam. Ask lang po...if an item has a discount (for example) of 30USD, making it 140 USD instead of the original price of 170, will it count/be honored po as "under 10k"?

If it’s price discount, no.
If it’s a coupon applied upon checkout, yes the original price will prevail for import duty free computation.
