Radio reports show a "collier's mansion" in that apt. That means occupant(s) are hoarders and have tons of stuff inside apt. That would explain that intense fire-swirl effect and long time to get water on the fire. I had a few of those where the trash collected reached the ceiling and only 1 narrow path had been created through apt. Not fun

I live in this apartment building a beautiful building wonderful people in the building. I am so so grateful I was the third apartment in the L line right below the fire. I was at church at the time playing the violin.. No one was harmed that I know of. My apartment has a lot of water damage. I’ll be relocating for a while.
There was heavy clutter in the apartment, they had to stretch up to the 5th floor and fight through the clutter to get to the main seat of the fire which takes a long time. The fire was contained to its general area which all they can really do.

Fight the fire from the inside to simultaneously extinguish fire and search for victims, while also finding smaller pockets of fire and being more thorough and stopping the fire from spreading further into the building by being there to stop it. Just spraying water on a burning window from the outside won’t get it all and will likely allow the fire to spread further inside the building, again, because you can’t hit it all from the outside. You only ask why they don’t spray from the outside because it looks like they aren’t doing anything, but inside there is an incredible amount of work happening.

@@megagames3605 When you let the fire get air and are not yet attacking it from the inside you allow it to grow rapidly. Getting some water on the fire through the window stops the growth of the fire. If they would have done that I am pretty sure it would not have gotten that bad.
If that fire was in Australia, England, NZ to name a few, water would have been on that fire within in a minute from the outside and more than likely, well n truly controlled quicker. USA one of few that say that forces fire inside, it doesn't- it puts it out
