Does Crit stacking still work? Also i thought Thunder was stronger for p3? is Fox illusion better?

It still works, but not perfectly. But it does provide me a better skill rotation rather than using shadow blast. It makes my fox fire uptime more consistent.
In p3, Thunder is still stronger than Fox Illusion but I like rotating FF->Fox Illusion->Thunder->NightParade repeat. Again, just my own personal preference.

for a class with spammable skills, yes
