      @@gerardjagroo I figured this out by accident once. Just tax the nobility. You will have a similar revolt to the Republic. Just back the nobles and voila, you will be an Absolute Monarch again.

    You missed the biggest advantage to the constitutional monarchy. Their 'lower class' is 'middle class'. All those enlightenment and industrial technologies that reduce public order of lower class don't affect them. Minister negative traits that lower happiness of the lower class also don't apply the middle class. Buildings that upset the lower class? Irrelevant. The other types have to deal with lower class happiness, CM just ignore the issue entirely by not having one.

      Very true I did address this in the comments somewhere but without saying middle class like you do. Excellent point my friend. That is the exact reason I prefer cm over republic because I love building up the industry to the max. Thanks for pointing that out.

    One important note : If you play Crimean Khanate in Vanilla with factions unlocked, under any circumstances, do not become a republic. You lose access to 3 of your 4 unit roster(the cossack units). Leaving you only able to recruit horse archers. If you want a free army, make nobles revolt, you get rid of your incompetent ruler and get the army.

    I do the best with Absolute Monarchy by far, the bonus of having the best cabinet is really great and leads to high, consistent advantages. The lower recruitment costs easily make up for the slightly increased cost of garrison in the few regions you have schools in, as they will be the only ones to require them, so if you pair up 2 schools in one region, in like 3-4 regions, you can easily suppress it with costs far lower than the many thousands you save for recruitment due to lower base cost as well as an overpowered army minister.
    Town wealth is basically irrelevant early and midgame, as trade and wealth from mines and factories will far outweigh everything, and by the time you reach critical mass towards the lategame and have most of the research as well as two dozen regions, you have more money than you could ever reasonably spend no matter what you do, so that downside does not really come into play either. The research bonus of the republic is also kinda bad, simply because it does not lead to a severe enough increase, you could just as easily build another school to even it out, and will be far quicker than all your enemies anyway no matter your government type.

    Yes it is possible to change to Absolute Monarchy (AM), if you are a republic make your nobility revolt twice, if you are a CM make them revolt once. :)

    You make the Absolute Monarchy sound much worse than it actually is.
    If you get +2 public order and +5 repression you get in fact +7 public order (for your nobility); and if you get -2 public order and +5 repression you get in fact +3 public order (for your lower class).
    So, without clamor for reform you get in fact the best public order properties, +10, while the Constitutional Monarchy gives you +8 and the Republic only +6.
    And there is another hidden bonus for Absolute Monarchies: Most other nations are also Absolute Monarchies so you get better diplomatic relationships with them.
    Combined with a great cabinet (which you can get quite easily as an Absolute Monarch), this is in fact the best type of government for the early game (and still good in the midgame). At the beginning of the game there isn’t much clamor for reform, growth and research are slowly anyway and through the public order properties you can set quite high taxes to collect a lot of money, you even get a small discount on building troops.
    As soon as the disadvantages become really noticeable you can start to consider changing your government, but you can quite easily counteract a lot of that through a well-assembled cabinet and a wise building and research policy (like concentrating research in your capital region combined with enough popularity buildings and prioritizing economy and military over enlightenment).
    If you feel the need to finally change your type of government, and that is ideally when industrialization kicks in, don’t waste your time with the Republic. The Constitutional Monarchy is flat-out the best type of government in the late game, and not really because of any of the bonuses listed here (though some are quite nice), but because there is absolutely no lower class (every type of government has two classes: The Absolute Monarchy has the nobility and the lower class; the Republic has the middle class and the lower class and the Constitutional Monarchy has the nobility and the middle class). Since only the lower class gets the public order debuff for industrialization you can avoid this significant debuff (which appears nearly everywhere) entirely with the Constitutional Monarchy.
    The Republic is actually the worst type of government because most of its bonuses are insignificant in the early game while you get the least amount of public order and the worst cabinet. And when your bonuses are getting more relevant it’s most of the time already beneficial to change to the Constitutional Monarchy.
    However, there is a situation in which a Republic is a good choice: If you want to play peacefully by concentrating on inner growth with low taxes and early enlightenment research etc.
    On the other hand, that rarely works in Empire, because you are often attacked despite peaceful intentions (at least on higher difficulty levels).
    So, I guess roleplay is the only good reason to choose that type of government … or if you start as a Republic than you may stay one until the industrialization begins.

      I beg to differ. The public order debuff for industrialization is quite significant, especially in larger provinces.
      Sure you can compensate for this with troops or popularity buildings, but changing the form of government is ultimately more efficient.

    The best thing is the Constitutional Monarchy, since although in the republic they are happy, the upper class is easy to get mad and will always be less happy than the lower class and they will cause problems.
    The constitutional monarchy is a government that combines what makes the upper and lower classes happy, and therefore, everyone is happy and there is greater stability, especially when it comes to conquering new regions.

      Also the lower class are clasified as "middle" class (because for some reason lower class just dissapeared for some reason)
      so every "bad" things that affects the happiness of the lower class will not have effect

      Look to your ministers also get rid of any that boost upper class. Worst case destroying buildings that make the upper class happy helps too.

      Losing battles is how you drop patriotism. Make lower class happy by making their taxes lower.

      Faramir's Rangers the lower class hates me anyways and I normally never lose a battle. But I’ll try that. At the moment it seems to work, I burned the Stockholm’s Slott to the ground (which is also historically accurate 😂)

      Aexoduz I find it quicker and much more affective to say go from AM -> R -> CM..... the nobility are very hard to piss off, even after I’ve destroyed any buildings that boost their stats and kicking ministers. To go this way will just take 6 turns and cost you two battles rather then three. Hope this helps

    TL : DR Unless starting as a CM/Republic(say GB/UP) keep Absolute Monarchy initially to get your diplomatic relations in than once you have a few stable trade partners and even alliances switch to Republic for superior research and province growth and wealth generation than mid-late game switch to Constitutional Monarchy to fix your happiness issues from industrialization by virtue of not having a lower class(who is affected by all the industrialization happiness penalties) or stick to republic all the way through for the better wealth and growth.

      I saw that too, problem is they dont recognize Mexico City as a Capital, so the rebellion dont actually become a revolution, sadly no way to play as a Republic there, only with a mod.

    Is there a way to induce a revolution in an enemy's nation? Like, take out their standing armies and sack all the buildings outside their capital (i.e., their farms, universities, bawdy houses, etc.)? Would that work?

      It's possible, but it's also very hard. You could sack buildings (except university because them make revolutionary ideas grow in the region); send agents to destroy capital building that mantain public order. Oneother situation that could help is be at war with the faction you want bring to revolution: a long war could maybe bring people being tired of war, creating a lower public order. Pay attention to not stand with your armies in enemy territory, otherwise the trait about patriotic resistance (don't know how it's called in english) will increase public order.

    I'm years too late but...
    I love how in Empire what government you play depends on HOW YOU like to play. It's not like "this has X bonus which is just... better."
    People like constitutional monarchy because of the always having an expertly run cabinet with triple the leader bonuses and millitary benifits.
    People like constitutional monarchy for the happiness bonuses and kicking out one minister at a time and having less negative diplo with governments unlike yours, and people who play Republic love the social technologies and quick city growth.
    It's balanced and suits different play styles. Personally I prefer absolute monarchy, since I can pretty much get a great cabinet and simply yeet the newbies with experienced men.
    But it's all player preference! And that's what I love about Empire, it's an in depth sandbox.

    A while back i played as france and was doing well, tranformed into a republic after a while to roleplay a little bit and suddenly i had many wars in every theatre, my allies declared war on me and many other nations declared war, sometimes after defeating their armies several times and giving them a region the would declare war shortly after that aswell. could not trade with anyone, overall just really difficult. Whats up with that?

      If you have a different government type nations will hate you increasing chance for war. It is better to carry protectorates rather than allies at that point.

      This comment is quite old, but someone might read my answer anyways.
      France is in a very bad position from a diplomatic point of view. You will have almost always war with Great Britain, the Netherlands, Austria and Savoy, and if you conquer territory you will have even more enemies like Prussia, Genua, the Italian States, Hannover, Sweden etc.
      Changing your type of government doesn't help like Faramir's Rangers said, but it isn't the decisive factor here; it's France with its borders and possibly some in-game scripts.

    Can I go straight to Constitutional from Absolute monarchy? I was playing Prussia and my aim was to eliminate the public order penalty (due to scientific breakthrough), to boost my trade income, (I took most of the French and Spanish colonies in America) and to strengthen my alliance with the British (same government type helps). Eventually l managed to achieve constitutional monarchy, but it took me like 10-12 turns (my monarchy was overthrown by a republic, which was overthrown by ANOTHER republic, l only managed to get constructional for the third time.) So again, is it possible to go from Absolute to Constitutional, or is it Absolute>Republic>Constitutional, and there's nothing I can do about it? I was thinking about pissing off the nobility instead of the poor, but they are quite happy in a Absolute monarchy and hard to actually get them to revolt.

      If I am understanding what you are asking to get more tax the tax rate is the same percentage for all three classes on the slider and the amount depends on how much wealth you have in said region. The difference between each class is not due to a percentage in tax but population levels. Lowering the percentage slider for upper/middle class increases wealth growth in the region. Lowering the slider for lower class increases population making new towns to spring up.

      Yes.
      From CM have your Lower Class revolt to form a Republic.
      From Republic have your Nobility revolt to form an AM again.

    How do you select multiple units at a time?

      You can in 2 ways. First you can on the unit cards by clicking the unit while holding control to select certain units or shift for units in a row. Second you can use the mouse to left click and hold while u drag a box around the units you want to select. Hope that helps.

    My country is too stable. I had full tax rate and both lower class and upper class happiness is 10+
    I removed all the repression buildings and have no army in the region. Help

      I know it is the strange situations we find ourselves in sometimes lol. Try making sure to replace cabinet members with the worst ones you can get (kind of like we have here in the USA). I know this may be extreme but school help make people mad. maxing out your mines, textile, metal works buildings, etc to highest level you can make. In some cases this might take years to get done so at least you can benefit from the planned government change by increasing your tech and wealth.

      They never completed it past development so it never saw the game. Also left out natural disasters like hurricanes. Technology like researching prone position for your men.

    Is there any benefits to having america turn to monarchy? Like on the grand campaign. Can you improve relations with the U.K. as a constitutional monarch and other things?

      there can be yes. Constitutional Monarchy gives you greater production ability in industrial income. You will not lose public order maxing out your industry buildings. The other differences are minor to the point you will not fill them much.

    its a Shame you never fully were able to play as the Pirates Republic, well you can play them, but they very weak & bad in everything, unless you use Darthmod, but still you cant do Tech or Diplomacy which is a shame, but if u are fast, you can get control of the Caribeen Sea, unless all the Major Powers pull everything to Crush you which is super rare. (as the Pirates where known for the very first Forms of Democracy, sorry France & other Nations, these guys got it first so ^^) overall for Goverment well Absolut Monarchy is the best, yes you will need to have troops Garrisoned in the Citys & locations to keep the Peace, but better extra costs, that Rebellions everywhere xD. have played for all three diffrent Goverment types...enjoyed bit of all three to be complete Honest.

      Fastest you can change a government is 3 turns. There is not a way to make it any faster than that. Not sure if that answers your question.

    Absolute monarchy ain’t as bad as you make it seem. The minus public order doesn’t matter at all since you get the 5 repression, -10 research is probably the worst debuff but still just 1 technology to be even. And -5 growth is a cute debuff since the poorest first tier industrial building gives you more then 5 growth already. Not to mention technology

      As Dutch it is actually the best to cycle twice in mid stage of military development. What I mean is you get your Swiss and Scots units. All of them when you research your military building to the 2nd tier. Which gives you 4 Scots and 6 Swiss. If you then rebel you get the better tier units in your "rebel army" exceeding the quantity that you are allowed. So first you go to constitutional monarchy. And repeat the same. You could have a full stack of these units by the end. On top of that you get access to the best tier units only available to Dutch monarchy 1 each in the top tier. It doesn't only give you relative peace of mind since you can have really great ministers which I love to keep. But also better units.

      100% is hardly possible, but having good ministers as well as having a better leader is good at least 3+ stars. And lowering taxes, which I always do.

      yes they can. You might need to destroy some buildings and raise the taxes on the upper class. That is who you are trying to piss off is the upper class. change ministers until you get ones that have neg traits for upper class.

      Yes you can. This is covered at the end of the video. If you are an absolute monarchy you first must become a republic then constitutional monarchy.

    This analysis is not great. Here are some corrections:
    * biggest thing is different governments have different classes - lower class gets huge penalties from industrialization, and constitutional monarchy just doesn't have lower class. upper/middle class are easy to control. That's why CM is so great.
    * clamor for reform is just in places with universities, so it's super easy to control
    * economy in Empire is based 90% on trade, and 10% on territory, so it doesn't matter - prosperity bonuses accumulate too slowly to matter
    * research bonus is not a big deal, you can spam school and trade techs, so you'll be far ahead of AI who never builds any and just has its starting one (you'll have like 4-6 10 years into the game)
    * also republics have shitty military units, not end of the world, but it's annoying
    * getting your amazing ministers replaced by random poop-tier dudes every 8 turns is really painful and not recommended
    * having revolution will make every AI hate you. Even if they later flip to same government as you, that penalty won't go away. Flipping AM to Republic to CM means you get diplomatic penalty twice.
    * So CM is definitely best, but diplomatic cost is quite high
    * if you start as republic just go CM asap, IIRC you'll only suffer penalty with republics (and at start of game there are very few)

      Yes if you take a region especially a capital region it takes time to turn the population to your side. You will deal with revolts. I think that is what you were talking about.

      should be easier as in late campaign you have things a little more under control as opposed to the start of a campaign. You might have to get rid of all the happiness building in your capital though

      Rom3 my first total war game was Rome total war followed by medieval 2 two and then empire. After that ntw r2tw and s2tw fots. I would agree the games now are becoming pricey. If you want to pick up empire I recommend doing so during the fall sale or winter sale coming up. Usually you can get it for around $5 US dollars or 75% off. That makes this game an actual steal.
