I dont think we know enough about Shining's past power to gauge that, or even Black Knight's for that matter. Observation wise, Shining is probably more skilled with a sword and has stronger arts, but Black Knight is probably more resilient, faster and physically stronger. Right now? No idea

Specifically his S3 is required. Normally, his range is only 1 to the side then 2 to the front, 1 tile short of reaching Degen, but his S3 extends his range to 3 tiles in a half circle in front of him.

His talent that reveals invisible enemies requires E2 so we can safely assume his front range is indeed three tiles. His S3 expands his range further making it three to sides (7 tiles wide), three in front and all tiles between those three corners.
