Apparently Pikachu is stronger than other Pikachu (iirc) and they're trying to catch/steal Ash's Pikachu for their boss Giovanni.
Meowth works with Team Rocket which also explains why they don't care that they have a talking Meowth I guess, idk. Also Meowth used to be Giovanni's favorite or something but then he was replaced by a Persian that knows the move Lucky Day (again iirc) which would give Giovanni more money.
