In Japanese she doesn't clarify who exactly Madara should not underestimate, she doesn't say "me", so you could interpret it as meaning "don't underestimate allied shinobi forces" or "don't underestimate current generation of ninja", or just in general "don't underestimate us"

This has to be one of my favorite episodes, being able to watch madara fight and understand his pain.
This was so amazing to watch for the first time because no other anime had ever hyped a character up for 300 episodes and actually delivered. Madara was even more of a threat then we'd heard.
