There's a common misunderstanding with that said. All three pads are needed period. On average the breaking force needed is different and that is why the manufacturer installs two big ones in front and one smaller in the rear wheel. On specific roads each of the front-rear brakes is just as important though.
very simple words not needed. Is there a way adjust the rear brake so it is stronger when pressed down?

When you are on one wheel, 100% of the breaking is on the wheel that is on the ground.
