The hat at 11:39 is actually a secret hat you can get in giants. It gives 25 elemental power. To get it, you need to find the dragon engine legendary treasure (in chapter 9). And then *literally* jump off your ship to access the secret hat shop. (it only works after you equipped the engine on your ship)
