To answer your second question, I just looked at another video of the performance on KBS that furthers my belief that she actually sang it. They wouldn't just cut out the note for one performance.

SNSD's Tiffany when she had a vocal chords problem she couldn't sing high notes when they were promoting Etude she was the only person who lip-synced in the song.
