I agree that on face value there seems an inherent contradiction between the 2 'Neos' of Liberalism and Conservativism. In synthesizing it I suggest this is best achieved by looking at it as traditional 'Manchester Liberal' Economics meets Social Conservativism. The liberalism of laissez faire economics (leave us alone to do our own economic thing) with Social Conservatism (Leave me and my family alone to do our own personal thing.)
I disagree with your characterization of Social Conservatism at the end, which seems more like Cultural Liberalism to me - being free to manage your personal life and relationships as you please regardless of cultural norms and traditions (something that progressive feminist, lgbt, and ethnic minority movements fought for). A conservative would have been against leaving families alone if they tried to go against tradition, either through women's emancipation, mixed-race or same-sex marriage or relationships, and of course many issues surrounding abortion, adoption, and artificial insemination.
