She is like the sheath of the sword while tang san use the sea god power and vice versa but she not the owner in this season only many years later she will be the owner of this power while tang san remains as the sea god
In this particular adaptation of their fusion, for Tang San to fully embody Asura, he must first suppress his emotions. Only then can true love awaken those feelings *coughsdisneyfrozencoughscoughs*. Thus, they were able to "fuse" because Wu managed to thaw his frozen heart. This differs significantly from the novel version where Wu embraces Tang San as he falls from the sky, pursued by the Angel God's sword, ready to pierce his body. Wu's back repels Angel God's energy due to the activation of Asura God's power.
The occurrence of the God Duo Coexistence was made possible thanks to Bibi Dong's Rakasha divine power, which activated the Asura power within Xiao Wu's body. When Xiao Wu embraced Tang San during what seemed to be his final moments, this act triggered the Asura's power within the hammer, serving as the catalyst to control the Asura's divine powers, while Xiao Wu acted as the vessel for the Demonic Sword (remember TS fighting his grandfather as Slaughter King and hammer turned to Asura Sword). This was how the God Duo Coexistence happened.
However, even if he and Xiao Wu could make the spirit fusion, Tang San cannot make Sea God and Asura God attack at the same time. The God Duo Coexistence meant he could control both Gods’ powers, but only one at a time, unlike what you see here.
This is directly from the novel and I hope it can clarify things for you in regards to the Duo-God Coexistence fusion:

"First, Xiao Wu sacrifice herself for him, becoming a part of his body. Then, Tang San had put forth his powers to resurrect her. Since then they had the telepathy from the combination. When the Asura Demonic Sword had entered Xiao Wu’s body, the energy of the demonic sword, together with the energy that Tang San’s great grandpa Tang Chen had spent years to achieve, had totally merged with Xiao Wu’s body. However, Xiao Wu had been able to control this energy since she had never received the approval of the Asura God. That was why she told Tang San that she was just the scabbard of the sword. And, since the Asura Demonic Sword had entered her body, it only considered her as a carriage, where it would be waiting for something else in silence."

Particularly noteworthy is the fusion between Dai Mubai and Zhu Zhuqing, forming Hell White Tiger, which reached a god-level power. Unfortunately, almost five extensive chapters were skipped in this finale, which solely portrayed the Shrek Six and Tang Hao fighting against the Spirit Empire.

In the novel, based on the God ranks in the Douluo God Realm, both Angel God and Rakasha God are considered 1st Rank Gods, just like the Sea God. However, the Sea God possesses slightly more power due to his Trident being a super divine-level weapon. With this knowledge, even though that's the case, Tang San is still fighting against two first-rank Gods, so yes, they are stronger when working together, but not individually. In the novel, before this trio of Gods clashed, Tang San had already defeated the Angel God the first two times their divine powers clashed.

单靠修罗神就吊着他们二个。还弄什么双神共存。千仞雪的传承是随便过，是不完整的天使神。比比东本身不是强到那里，加上还给修罗克制。这个作者真的写得过分了。都没一战之力。更加没特别加其他人战斗。吏莱六怪就在看。应该是和供奉他们打。就直接神战斗就算。魂技也不用。一开始还讲万年很难有，之后又讲十万年很稀有。然后百万年接近神了。照这样讲不是唐三海神打他们二个也有一战之力。就越后越不行
因为他们要出斗2了所以缩短时间只给神打而且就算是给供奉跟其他六怪打也是毫无疑问六怪肯定完胜
我也好奇一個修羅神就能吊打她們為什麼還要用海神的力量😂
