Currency will only go so slow because another will go up. Example if USD goes down the EUR goes up. EUR will then do what they need to to not let EUR get to strong which causes theirs to go down and the USD to go up. Its how forex markets work.

The Fed doesn’t change rates. Rates are a leading indicator and the Fed raises or lowers after the market tells them what they have to do
