I do not have experience teaching the harp. As far as I know there are "harps" especially for small children with a very limited number of strings. I think your best bet would be to find a teacher in your area and ask them, if they teach children that young and go from there. As the technique can be difficult it's best to have a professional :)
3 is not too young! I second finding a harp teacher. Many barp teachers will also rent harps. That way if your daughter dosent end up loving it the cost to experiment isn't so great!

Hey, sorry I didn't see the notification. I usually just use musescore or musicnotes to get my sheet music, and I think I used this one musescore.com/official_author/scores/6920304. You need an account to download it, but you can view the entire sheet for free :) I think you can just download the video on RUclips, watch it at 50% speed and you can see my fingers kind of well. I currently don't have the time record my fingers in depth, but if I find some time over the holidays I will come back to you.
