Dual lamp fixture with different ballasts (2)

The other fixture thas has two different ballasts. The replacement ballast appears to be program start but the electrodes will not glow during warm up, it also has a higher output frequency, you can see no shattering even under 60Hz capturing rate.
There are 3 fixtures that have different ballasts in this room, the remaining one I did not film also has both program and instant start.
The bulbs are T5 28W 4000K.
