All the work they did seems to have gone to waste. But it's almost a waste of time anyway when you think about it. It's like in the movie King of New York, "I'm not your problem, I'm just the business man" - Frank White.
In fact, the cops are sometimes counterproductive. They arrest Avon before he can kill Marlo and Marlo takes over the streets and starts murdering people who haven't been involved with the law enforcement or the criminals like the lady in Andre's store and the security guard. The cops who end up winning are the cops who acknowledge that they're one of the people benefiting from the war on drugs (because of their salary and their authority over the drug dealers).
