I think the Creator meant that, Sadist never made a Tommy exile arc animation. And I don't really count the argument between Tommy and Tubbo to be one, because it really wasn't obvious and Tommy's exile arc was never referenced at her later animations. Although It woud've been heartbreaking if their fight was played :(
