The way the perks work is that there is a low chance of discovering perks(there might be prerequisite requirements, i am unsure), but once a rare perk is discovered, it is then put into your perk pool and you can recieve them through rerolls. Unfortunately, you cannot discover rare perks through rerolls(i think)

You unlock more perks the more of the map you have unlocked so focus on unlocking it and you will have every perk. Worked for me atleast
