And Resourceful, and map editor to create an island with all luxuries, which with Montezuma is a bit op. You’re normally capped at I believe 18 luxuries.

( maybe you can run several listening post and still get the benefit, I don’t remember if you do, but if it’s the case, it’s even more than that)
On defense you çan go Vietnam with a warrior on a district in a hills with urban fighter + fortify (10+10+6++6) 26, + Defender and Victor that a + 10(36)

Double edit: If you got the fascism legacy card and then swapped to democracy, you could plug the fascist legacy in along with Their Finest Hour. This gives +5 strength when in or adjacent to home territory. If you have a border with the enemy, you can stand your troops on the enemy side of it and avail of Crusade as well as TFH.

Only build encampments when you want to conquer. A few ranged units and two melee units is enough to beat back 90% of AI pushes.
