The part with the envelope is wrong, it wasn't Oda's. The envelope was basically like a certificate of the mafia's doings (it made the Mafia a LEGAL organization, thus their actions too), it was something the government (where Ango works) gave Mori (the Mafia boss) for contributing to defeating mimic (mimic was the foreigner organization which leader had the same ability as Oda. Mori contributed in defeating mimic by basically making Oda, a member of the mafia, defeat them with his ability, that's it, and as we know Oda died after doing so). Conclusion: that envelope ISN'T ODA'S BELONGING OR ANYTHING LIKE THAT.
