    The window is broken. This sentence tells us the state of window. The sentence pattern is SVC . That is subject / verb / complement. Here broken acts as the complement.so past p articiples sometimes become complements .

    i can’t understand mean of 1st sentence . it mean “window is broken (Janelaya kadila)” as you said.that is little bit complicated why i am saying ,because if window might have broken by some one .so then it should be “The window has been broken” as well as according to that sentence which is declared by you, active voice sentence should be ”some one does break the window “ please give clarity if there are any special rule for that particular sentence refer like this .as well as i have heard some one is expressing like this - The door is open / he is come/ are you done / they are done - could you please explain those it would be helped to keep our mind in right position .

      It should be malaka washes the car or malaka washed the car in active.
      Then in passive
      The car is washed(the car is the object of the active sentence.so it has become the subject of the passive sentence.the sentence structure is :- subject+helping verb+verb3 (past participle) then 'is' is used for the subject as suitable.next comes the past participle of verb "wash".like wise the other sentence that i mentioned can be formulated.
      the car was washed.
