Biggie’s verse is from a collabo he was supposed to do with Nas. Nas got too high and couldn’t spit and said he’d return the next day, but never did.

It’s all good. Diddy isn’t a rapper. To my understanding before Big died his plan was to switch roles with Puffy. He would be the producer & Puff would be the rapper. So that is something they were working on and Puff decided to continue on with the plan after Big died. The album itself is a hip-hop classic.
