Su Patil oxidation state is the tempory charge on ion as a result of loss/gain of electron . D block elements can loose electrons from s nd d orbital ,so they show variable oxidation state as +2,+3,+4

When you are describing an ion, yes. If you are referring to a compound like potassium manganate (VII), then no.
