The fabric on fold is 12.5 so she used the half of it. Instead of using hip to get the mid point. I guess it's advisable to use fabric on fold to get midpoint when cutting jumpsuit
For me I consider the hip measurements to determine the clotch length . But the major cause of the low waist for the back side was because you didn't add extra one inch to the back (upper) part

Wen i added d 3inches to the flap, it increased d length of the jumpsuit, which i don't like

Fold the bottom of the trouser in but if it affected the flap, then you may need to loosen it and trim down

Men crotch is always bigger than the normal female crotch but it depends on the person's waist measurement. But usually above 9"
