    First, tribes do not report to Congress. Second, Every sovereign in the world has limitations on it. What makes a sovereign is the ability to make laws and be ruled by them (a practice exercised by tribal governments); and, its ability to have relationships with other sovereigns (which tribal governments do with both the federal government and state governments).

    Wefare schemes have rotten these folks , I believe in equal opportunity to all humans , and what government does with reservation and pay checks to help a specific group is against this idea.
