That needs to be backfilled so that the fill goes to the underside of that pipe and compacted

This guy Doesn't have a clue how to run a dozer. Instead of pushing the sand straight like you're supposed to he is pushing all the material downhill which doesn't make any sense at all and why would you start in the middle? I would start at the end and work your way down. Plus that dozer definitely is not big enough for that type of job.
