They're not really a goal that matters, since their very existence is governed by their neutrality; surpassing them doesn't mean anything because they can't do anything to you anyway. Surpassing the Gods of Destruction was always a better endgame goal, because not only can they do whatever they want, they - well, really just Beerus at this point - have been built up across the series -via moving goalposts- to be virtually unstoppable.
What the Angels can't do is take sides. Fighting in a sparring match, which is just fighting for the sake of fighting, is totally allowed. They just can't fight for any ideals or goals, like saving the world (or taking over the world). Also, while they are neutral, they aren't passive. Whis can and will stop Beerus if Beerus gets out of hand, because Gods of Destruction have a duty, and the Angels see to it that their God of Destruction fulfills that duty. Gods of Destruction can't do whatever they want. There are limits.
Also, I don’t think Whis is trying to recruit Vegeta to be a God of Destruction because he feels Beerus is about to die soon or that he’s considering Vegeta’s life span. I think the Gods of Destruction were originally Mortals who may have undergone a certain ritual to gain immortality. The reason he’s trying to recruit Vegeta is because he’s training him and sees potential in him AND Beerus is just a lazy God lol
You're correct in assuming that the gods were mortals before they became gods. But they linked their life to that of the supreme Kai of their universe. Kais are immortal (they can live forever IF they are not killed, but if they choose they can use their magic to transfer their life energy on to another). Who's tried to recruit Vegeta, but Vegeta fed whis the best dish he's ever tasted (instant cup ramen) to be able to train with whis.
@ExperGamez - Would the outcome of tournament of power be any different if Buu had joined instead of Frieza? Buu's ability to absorb opponents and harness their powers would be interesting to watch. He can even turn Pride troopers into candy and become friends with Zeno by the end with his child like qualities.

Their powers are built on spiritual cultivation, meditation, and enlightenment, and not on the brawn and brutality that the Dragon Ball world is known for. The most powerful characters in the Xianxia novels are basically gods, with control over space and time, capable of creating things from nothing, and are able to live forever. This isn't too dissimilar from the Grand Priest and the Angels in general, with Whis showing the power to reverse time at will and the Grand Priest creating an arena from the void.

Instead he made a counter-offer and offered to feed him the best if she's ever tasted ( instant cup ramen). Feeding him the ramen (whis) he agreed to take him back to Beerus world for training. So to summarize what actually happened, Vegeta never agreed to become the next GOD. I know what happened in the story line and that has no meaning behind him becoming the next god. I understand the powers he's gained, this does not mean he agreed and it does not mean that he's going to be the next god. He made a counter offer and won the training NEVER accepting whis's offer to become the next GOD.

The best I have been able to do is use The Angels from Dragonball and The Angels from my story as a power scaler. The Angels in my story are a different alternate version of The Angels from The Bible. God, Jesus, Michael, Raphael, Satan, etc. are all characters which exist in that story. Although, they are characters which are used rarely.
