Quark nods and says “ Thanks odo, I didn’t know you cared” odo responds, “ I don’t but since your the only bar on this station we can’t let the Klingons destroy the entertainment, now can we”. I can see it now. Season 1, just after sisko gets back out of the wormhole for the first time towing dukat. “So miles/major how did you survive 3 those cardassian ships?”.
Response: we bluffed their sensors to think we had 5000torpedoes, full phasers and generator upgrades.
Sisko, taking notes “thank you for the starting point for the shopping list, the first requisition in case of emergencies has just been filed with federation procurement, do let me know if you can think of anything else”.

The chat between Dukat and Garak no doubt did happen *all over* the Eastern Bloc in its history about types of service and outmaneuvering oneanother for games of political one-ups-man-ship regarding positions of say in governance.
Ironic that in the prime example thereof: to be named to the Secretary General's inner circle was a *death-sentence*, yet only a question of "When?" at that: it stands to reason that they'd have learned to keep their heads *down* and to avoid drawing attention to themselves; what with a profoundly paranoid head of state to fear. And ironically, in their case: it'd be actually safer to have to take out an entire *Panther Division* with only a loaded *pistol* than to receive a "Hero of the Soviet Union" medal from the Secretary General himself!

I disagree about Dukat. He was there at the beginning of the series, before the Dominion. He was a key driver of major events. His character's relationship to the rest of the cast evolved with the changing flow of the series. And his death at the end was the culmination of his character arc. Having sold everything he valued and believed in for his own glory, he ended as an empty puppet.
