I mean the first activation with Manoeuver Order is not modified. If I remember correctly you modified the Initiative of capitani by -1 in the first activation. No modifier means higher movement rates.

No - there is an additional -1 for 2nd activation, but orders impact is for all initiatives.

The -1 was for maneuver/attack orders, which is applicable as far as I can tell.
