It's not actually slowed down it's stretched. It uses granular synthesis which breaks up the song into little snippets of a few milliseconds and overlaps different snippets to maintain the pitch of the original. There is probably 20-40 different samples playing at the same time. I would imagine as the playhead moves you reach forward and backward it time to swell the volume and repetition of the samples in and out. You can hear it's affect the most on T's and S's.
