Drunk driver, wrong side of road on blind crest

She was going up a hill with a blind crest at the top on the wrong side. That 4wd coming the opposite way after she turned off, if he was a few seconds ahead he would have gone over that crest and had no chance.
Seriously though, how dumb can you be. She was also blinding other motorists through the main town about 100m before this clip with her high beams even though she was being flashed to turn them off.
