Tbh when I watch e-wheeled device videos generally I ignore the speed and just look for vids of people driving on city streets. You get a better idea of if it'll keep up in traffic that way.

UR speeding and accidentally run into someone’s car and cause $10,000 of damage.

Whoever is at fault is responsible regardless of what they are riding/driving. Hell a pedestrian can be responsible if they cause an accident. If someone else causes an accident he is not liable for anything.
Breaking the law riding on the streets in any state will get you a hefty ticket for unsafe operating an scooter in any traffic or road way. It's even illegal in a bike path if your keeping up with traffic or passing traffic now some coos don't seem to care who or what you ride or how or where if your in Tampa Florida arear but it's still illegal in any state or city so good luck get a good lawyers you will needed. I got a 65 mph scooter and I only go 35 off road 25 to 30 on side walks with light traffic.
Its normal until you break in the suspension . Maybe the first 100 miles or so. That’s what happened with me when i first bought it. Also it happened again when i replaced my front shock. Wobbly shake over 35 mph
Just change for a wider handlebars. The folding bars sucks. I was not able to ride it fast the day I changed the handlebars it was a massive improvement.
You've probably sorted it by now. But when i replaced my front & rear shocks with a high end adjustable types recently, i realised that im glad that i did. Because everything including the c-type swingarm's needed deep cleaning and greasing. And when refitting any bolts i used a blue Locktite on the threads. I also replaced the brake pads, sanded the rotors and fitted a new tire's after 5,000k's, while i had each wheel on the bench or being supported. Another important part that i checked were the bearings, on both the hub and where the swingarm attaches. They were all running a bit rough, but should last another 5000k's i hope, because they will be expensive to replace. Days after i bought the 10+ i fitted a straight carbon mountain bike bar, because the original foldable was always coming loose. And the new one is not only stiff but extremely light. Everything now runs sweet because i did the work myself and i saved a fair bit of cash in the process. No noises or rattles in the front end, but i still check all bolts and screws weekly. And the tire and rear shock air pressure before every ride.
Motorcycle riding in traffic is dangerous enough and some drivers dont see you hardly at all it seems. You are risking your life at those speeds and may cause an accident as someone else may not even see you. Also you may cause these tiny vehicles to be completely outlawed anywhere on streets in your state as is in the state on PA.
So it's his fault if someone else isn't paying attention? 40mph is becoming the ebike, PEV standard speed. Dangerous? With the proper gear about the same as a motorcycle. Whatever the laws are they need to get with a bunch of people going at least this fast. Be it insurance or license or whatever. PEVs are not going to go away.

The nuts on the steering wheel are constantly loosening, I wound a twine thread and tightened them better, that's how they unscrew more difficult

Put car's horn on electric scooter. This will scare the drivers and drivers will pay attention more.
