I do not think it was obscure at the time he wrote it. It would have been very relevant at the beginning of our explorations into space in response to what many persons on both sides of the theological divide thought would happen as a result of whatever/whomever we would have happened to find. You cannot divorce a statement from the context/era in which it was made.
This seems to be him generating or restating some of the ideas that would go into the Ransom trilogy. It was published after those books, so I wonder when he wrote it.

It is difficult to compare with cetaceans, because we probably haven't gotten across to them the idea that we're trying to communicate. They may be simpleminded enough not to fathom that anything but their own signals can convey information, or information that they can learn.
