The last example of the task it's not in the past simple !!! its past perfect and the rule said the verb after its high time should be in the past simple ?please I need answer 🙏🏻
Sir in the second example companies is plural so why we use was instead of were??
"Was" refers to "the influence" of multinational companies, and not "the companies".

The difference is stated in the video at 0:18
The first sentence expresses "the right time" which means it is the right time for the government to do so ...
And the second sentence expresses "criticism" which means the government is late in doing so.

You remove "should" and you add "it's high/about time" with the verb in the past simple.
